Özet

İklim değişikliği tehdidi giderek büyürken, çevresel zorluklarla başa çıkmak için etkili yönetişim ihtiyacı her zamankinden daha acil hale gelmektedir. Bu çalışma, sürdürülebilir yönetişim ile dijital yeniliklerin kesişimini ele alarak, E-Devlet’in iklim eylemini hızlandırmadaki kritik rolüne odaklanmaktadır. Hızla ilerleyen teknolojik gelişmeler çağında, E-Devlet, hükümetlere süreçleri kolaylaştırma, şeffaflığı artırma ve vatandaşları çevresel sürdürülebilirliğe yönelik ortak çabalara dahil etme konusunda benzersiz fırsatlar sunmaktadır. Vaka çalışmaları, teorik çerçeveler ve ampirik analizler aracılığıyla bu çalışma, dijital teknolojilerden yararlanarak iklim dayanıklılığı sağlamak için yenilikçi stratejileri ve en iyi uygulamaları sergilemeyi amaçlamaktadır. Veri odaklı karar alma süreçlerinden açık yönetişim girişimlerine, vatandaş bilimi ve katılımcı platformlara kadar çalışma, E-Devlet yeniliklerinin iklim yönetişimi alanında nasıl dönüşüm yarattığını inceleyecektir. Politika yapıcılar, araştırmacılar ve uygulayıcılar arasında diyalog geliştirmeyi hedefleyen bu çalışma, eyleme geçirilebilir içgörüler ilham vermeyi ve dijital çağda sürdürülebilir bir geleceğe yönelik yollar oluşturmayı amaçlamaktadır.

Junaid Butt, The university of Lahore and AJK Bar Council

Junaid Sattar Butt is a distinguished legal professional with a robust academic foundation and extensive practical experience. He began his educational journey at Cathedral School, Lahore, where he completed his Matriculation in Computer Sciences, Physics, and Mathematics. Building on his early excellence, he pursued a Higher Secondary School Certificate from the Board of Intermediate and Secondary Education, Lahore, specializing in the same fields. Mr. Butt further advanced his studies with a Bachelor of Commerce (IT) from the University of Punjab, where he gained expertise in Business Laws, Banking, and Advanced Financial Accounting. His academic pursuits expanded into business and law, earning him an MBA in Finance from the Virtual University of Pakistan and subsequently, a Bachelor of Laws (LL.B.) and a Master of Laws (LL.M., with Honors) from the University of Punjab and the University of Lahore, respectively. His LL.M. studies were centered on International and Comparative Laws, Human Rights, and Research Methodology. Additionally, he obtained a Master of Arts in Political Science, delving into International Law, Public Administration, and Defense Studies.

Professionally, Mr. Butt has over a decade of diverse experience. He is currently an Advocate of the High Court under the AJK Bar Council, representing clients in complex cases, drafting legal instruments, and championing human rights. Previously, he served as an Advocate for the District Courts, a Law and Research Officer at Malik Law Associates, and a Visiting Faculty member teaching International and Administrative Laws. His career also includes roles as an Audit Officer at APNA Microfinance Bank and a Researcher for A-Plus TV Network.

Mr. Butt has an impressive portfolio of scholarly contributions, authoring numerous publications in reputed journals such as Acta Universitatis Danubius and The Journal of Accounting and Management. His research covers areas like artificial intelligence in legal systems, digital health monitoring, economic impacts of digitalization, and human rights. He is also an active reviewer of academic articles and a frequent speaker at conferences and workshops on topics ranging from environmental law to international arbitration. A multilingual communicator proficient in Urdu, English, and Punjabi, Mr. Butt combines his linguistic skills with his legal and teaching expertise to engage diverse audiences effectively. His technological adeptness includes advanced proficiency in MS Office and digital research tools.

Mr. Butt’s academic and professional achievements are complemented by his roles in legal committees and bar associations, such as the Vice Chairmanship of the International HR & Foreign Affairs Committee at the Lahore High Court Bar Association. Recognized for his excellence, he has received awards for outstanding performance from the Chief Justice of Lahore High Court and international organizations. He is supported by esteemed references, including Prof. Dr. Jameel Ahmad Shahzad and Prof. Dr. Rao Raza Hashim from the University of Lahore, as well as professionals like Sardar Farooq Haider Khan, Secretary General of the District Bar Association Kotli, AJK.
